chore(frontend): bump submodule for Telegram setting key rename

Browse Source 
The lock-free Telegram limiter migration renamed two settings:
- telegram_max_messages_per_minute -> telegram_rate_limit_max_messages
- new key telegram_rate_limit_window_secs

Pull in the matching frontend Settings panel update so the UI
exercises the new keys and the panel is no longer broken.
